Water Tank Liners: the end of a leaking tank
Concrete tanks crack — in the base, where the walls meet the base, and in the walls themselves. It's not a defect. The clay underneath goes through wet and dry cycles, working the tank a little with every season. Concrete is inelastic, so it cracks.
Here's the key thing: structurally, your tank has likely got decades left in it. What it can no longer do is be both the structure and the waterproofing at the same time. A liner separates those two jobs — the concrete keeps doing the structural work, the liner takes over the waterproofing. It isn't bonded to the wall, so it moves with the tank instead of cracking with it. That's why renders and sealants delaminate and a liner doesn't.

Water Tank Cleaning: What's lurking in your tank?
Every water tank requires periodic cleaning. Depends on the vicinity of trees to your gutters, how far you are from a dusty road and the amount of sediment from your bore pump. The Australian Drinking Water Guidelines recommend cleaning and desludging tanks every 2–3 years. A well maintained rainharvesting system can be rewarded is less frequent tank cleaning.
Organic matter deposits present the biggest problem, imparting tannins, discolouration and providing a home for anerobic bacteria that breaks it down into a black sludge.
